Tom Fleming serves the ICA as President and Chief Executive Officer. He is also a course developer and specialist on business finance and market studies.
 
Tom Fleming has 18 years of experience in commercial banking, commercial and raw land property sales, and residential real estate development. Since 1994, he has served as a town center revitalization specialist using the “Main Street Approach”, a collection of successful principals and practices compiled by the National Trust for Historic Preservation in the mid-1970s and practiced today by some 2,000 communities nationwide.

As a revitalization specialist, Tom has counseled nearly a dozen communities. He led the program development as Executive Director of two local revitalization organizations that have collectively realized public sector investment of more than $22,000,000, private sector investment exceeding $50,000,000, dozens of net new businesses, and hundreds of net new jobs in their town center commercial districts.

Tom has counseled numerous small businesses during the course of his career and served as principal with four of his own, including a general partnership, limited partnership, Subchapter-S corporation and straight corporation. He joined the Colorado Small Business Development Centers in 2004 as instructor and counselor, and is a certified “Leading Edge” business planning instructor.

Tom is a member of the National Main Street Center, Colorado Community Redevelopment Association, National Business Incubators Association, Glenwood Springs Chamber Resort Association, Carbondale Chamber of Commerce, and is co-founder and co-sponsor of the Glenwood Springs Business Owner & CEO Roundtable. He holds a bachelor degree in business administration from the University of Florida.
